(H\u00f4pital, Patients, Sant\u00e9, Territoires) du 21 juillet 2009 impacte directement la gouvernance de l&rsquo;h\u00f4pital et met en place de nouvelles instances de pilotage.<\/span><span style=\"color: #00003f;\">L&rsquo;organisation et le fonctionnement de l&rsquo;\u00e9tablissement reposent sur le travail de diverses instances et de leurs acteurs :<\/span><\/p><p style=\"text-align: left;\"><span style=\"color: #00003f;\">\u2022\u00a0<b>Le directeur du Centre Hospitalier<\/b>\u00a0: Le directeur conduit la politique g\u00e9n\u00e9rale et la gestion de l&rsquo;\u00e9tablissement, dont il est le repr\u00e9sentant l\u00e9gal.<\/span><\/p><p style=\"text-align: left;\"><span style=\"color: #00003f;\">\u2022\u00a0<b>Le Conseil de Surveillance<\/b>\u00a0: Ses missions sont centr\u00e9es sur les orientations strat\u00e9giques et le contr\u00f4le permanent de l\u2019\u00e9tablissement.<\/span><\/p><p style=\"text-align: left;\"><strong><span style=\"color: #00003f;\">Ses comp\u00e9tences :<\/span><\/strong><\/p><div style=\"text-align: left;\"><span style=\"color: #00003f;\">\u00b0Un r\u00f4le g\u00e9n\u00e9ral : se prononcer sur la strat\u00e9gie de l&rsquo;\u00e9tablissement et exercer, \u00e0 son \u00e9gard, un contr\u00f4le permanent sur la gestion et la sant\u00e9 financi\u00e8re.<\/span><\/div><div style=\"text-align: left;\"><span style=\"color: #00003f;\">\u00b0Un r\u00f4le d\u00e9cisionnel : \u00e0 titre essentiel, d\u00e9lib\u00e9rer sur le projet d&rsquo;\u00e9tablissement ainsi que sur le compte financier et l&rsquo;affectation des r\u00e9sultats.<\/span><\/div><div style=\"text-align: left;\"><span style=\"color: #00003f;\">\u00b0Un r\u00f4le consultatif : \u00e0 titre essentiel, la politique qualit\u00e9, de la s\u00e9curit\u00e9 des soins et la gestion des risques ainsi que les conditions d&rsquo;accueil et de prise en charge des usagers.<\/span><\/div><div>\u00a0<\/div><p style=\"text-align: left;\"><span style=\"color: #00003f;\"><b>\u00a0 \u00a0 \u00a0 \u00a0Pr\u00e9sident du Conseil de Surveillance<\/b>\u00a0: Monsieur Andr\u00e9 NOIROT, repr\u00e9sentant du conseil d\u00e9partemental.<\/span><\/p><ul><li style=\"text-align: left;\"><span style=\"color: #00003f;\"><b>Le Directoire<\/b>: Le directoire appuie et conseil le directeur dans la gestion et la conduite de l&rsquo;\u00e9tablissement. Instance coll\u00e9giale, le directoire est un lieu d&rsquo;\u00e9change des points de vue gestionnaires, m\u00e9dicaux et soignants.<\/span><\/li><\/ul><p><span style=\"color: #00003f;\"><b>\u00a0 \u00a0 \u00a0 \u00a0Pr\u00e9sident du Directoire<\/b>: Monsieur Freddy SERVEAUX, directeur.<\/span><\/p><ul><li style=\"text-align: left;\"><b style=\"color: #00003f;\">La Commission M\u00e9dicale d&rsquo;Etablissement (C.M.E) <\/b><span style=\"color: #00003f;\">:La CME est l&rsquo;instance de coh\u00e9sion, de d\u00e9bat et de propositions de\u00a0<\/span><b style=\"color: #00003f;\">la communaut\u00e9 m\u00e9dicale, pharmaceutique, d\u00e9ontologique et ma\u00efeutique.<\/b><\/li><\/ul><p style=\"text-align: left;\"><span style=\"color: #00003f;\">La CME participe \u00e0 la coordination des pratiques et des d\u00e9cisions de l&rsquo;\u00e9tablissement, en terme de prise en charge, de projets et d&rsquo;organisations.<\/span><br \/><span style=\"color: #00003f;\">Sa mission principale est de contribuer \u00e0 l&rsquo;\u00e9laboration de la politique d&rsquo;am\u00e9lioration continue de la qualit\u00e9 et de la s\u00e9curit\u00e9 des soins ainsi qu&rsquo;\u00e0 l&rsquo;accomplissement des projets relatifs aux conditions d&rsquo;accueil et de prise en charge des usagers.<\/span><\/p><p style=\"text-align: left;\"><span style=\"color: #00003f;\"><b>\u00a0 \u00a0 \u00a0Pr\u00e9sident de la CME<\/b> : Monsieur le Docteur MARIAN SANDU.<\/span><\/p><ul><li style=\"text-align: left;\"><span style=\"color: #00003f;\"><b>Le Comit\u00e9 Social d&rsquo;Etablissement (C.S.E): <\/b>Le CSE dans la Fonction Publique Hospitali\u00e8re est une instance consultative charg\u00e9e de donner son avis sur les questions et projets relatifs \u00e0 l&rsquo;organisation et au fonctionnement de l&rsquo;ensemble des services de l&rsquo;\u00e9tablissement de sant\u00e9. Le CSE est compos\u00e9 de repr\u00e9sentants du personnel non m\u00e9dical , \u00e9lus sur des listes pr\u00e9sent\u00e9es par les diff\u00e9rentes organisations syndicales de l&rsquo;\u00e9tablissement.<\/span><br \/><span style=\"color: #00003f;\">Le CSE est pr\u00e9sid\u00e9 par le directeur de l&rsquo;\u00e9tablissement ou son repr\u00e9sentant.<\/span><\/li><\/ul><ul><li style=\"text-align: left;\"><span style=\"color: #00003f;\"><b>La Formation Sp\u00e9cialis\u00e9e en Sant\u00e9, S\u00e9curit\u00e9 et Conditions de Travail (F.3.S.C.T) <\/b>: La F.3.S.C.T est une instance de dialogue social \u00e9manent du C.S.E. Elle a pour mission de contribuer \u00e0 l&rsquo;am\u00e9lioration des conditions de travail, la s\u00e9curit\u00e9 des agents au travail, la protection de la sant\u00e9 physique et la protection de la sant\u00e9 mentale. Elle est pr\u00e9sid\u00e9e par le directeur d&rsquo;\u00e9tablissement ou sont repr\u00e9sentant, elle<span style=\"font-size: 14px;\">\u00a0est compos\u00e9e d&rsquo;une d\u00e9l\u00e9gation du personnel qui comprend des repr\u00e9sentants des personnels m\u00e9dicaux, et des repr\u00e9sentants des personnels non m\u00e9dicaux.<\/span><\/span><\/li><\/ul><p style=\"text-align: left;\"><span style=\"color: #00003f;\"> La F.3.S.C.T \u00a0est pr\u00e9sid\u00e9 par le directeur de l&rsquo;\u00e9tablissement ou son repr\u00e9sentant.<\/span><\/p><ul><li style=\"text-align: left;\"><span style=\"color: #00003f;\"><b>La Commission de Soins Infirmiers, de R\u00e9\u00e9ducation et M\u00e9dico-Techniques (C.S.I.R.M.T)<\/b>:La CSIRMT est compos\u00e9e de repr\u00e9sentants \u00e9lus des diff\u00e9rentes cat\u00e9gories de personnels qui participent \u00e0 la mise en \u0153uvre des soins infirmiers, de r\u00e9\u00e9ducation et m\u00e9dico-techniques.<\/span><\/li><\/ul><p style=\"text-align: left;\"><span style=\"color: #00003f;\">La CSIRMT est inform\u00e9e des activit\u00e9s de l\u2019\u00e9tablissement et consult\u00e9e sur l\u2019organisation ainsi que sur l\u2019accompagnement en amont et en aval du patient dans la qualit\u00e9 des soins et de l\u2019accueil.<\/span><\/p><p style=\"text-align: left;\"><span style=\"color: #00003f;\"><b>\u00a0 \u00a0
